On March 22, the China Development Forum 2026 Annual Conference opened in Beijing. Qiang Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, attended the opening ceremony and delivered a keynote speech. Theresa Tse, Chairwoman of the Board of Sino Biopharm (1177.HK), was invited to attend and actively offered suggestions as a representative of Chinese biopharmaceutical entrepreneurs in important sessions such as the closed-door session on High-Quality Development of National Health. The theme of this year's conference was China in the 15th Five-Year Plan: High-Quality Development and Creating New Opportunities Together. Over a hundred foreign representatives from international organizations, Fortune 500 multinational corporations, and the global business community attended the opening ceremony. 

At the opening ceremony, Qiang Li shared his thoughts on the Chinese economy and the global situation from three perspectives. First, the market has become a scarce resource, but it can also be continuously created. We should adhere to a spirit of openness and pioneering, expand free trade, and actively promote innovation. China will unswervingly advance high-level opening-up and work with all parties to promote optimized and balanced trade development. Second, development is inevitably accompanied by competition, but healthy Co-opetition can bring mutual benefits and win-win outcomes. Only by viewing competition with a positive mindset and promoting cooperation with pragmatic measures can we empower each other and complement our strengths. China will continue to strive to maintain a fair and competitive market order and is willing to strengthen communication and collaboration with all parties to jointly promote the stability and security of global industrial and supply chains. Third, although the road ahead is full of challenges, a better future is even more promising. China is committed to being a Cornerstone of Certainty and a Harbor of Stability for the world. The 15th Five-Year Plan outline is not only a New Blueprint for China's development but also a new opportunity for the world's development. China will focus on promoting high-quality development while continuing to create a favorable business environment, fully implementing national treatment for foreign-invested enterprises, and allowing companies from all countries to develop with peace of mind and achieve great success in China. 

The forum held 13 thematic seminars and multiple closed-door seminars on topics such as new trends in consumption growth, green and low-carbon transition, future industrial development, and the industrial application of artificial intelligence. Theresa Tse was invited to participate in important events such as the closed-door meeting on High-Quality Development of National Health, the seminar on Opportunities and Challenges of Population Change and Economic Growth, the thematic seminar on Healthy China 2030 and the Development of the Broad Health Industry, and the China Development Forum: Beijing Night. During the forum, she engaged in in-depth discussions with representatives on topics such as the future outlook for China's biopharmaceutical industry as it becomes an Emerging Pillar, how AI can empower new quality productive forces in the pharmaceutical industry, the explosive growth and strategic transformation of Chinese innovative drugs going global, and strengthening two-way investment cooperation between domestic and overseas entities to jointly build a new cornerstone for national health. She offered suggestions for the development of China's biopharmaceutical industry and the high-quality development of national health. 

The China Development Forum is hosted by the Development Research Center of the State Council and organized by the China Development Research Foundation. Since its first convening in 2000, the forum has adhered to the principle of Engaging with the World, Pursuing Common Development, developing distinct features of professionalism and high-level engagement. It has become an important platform for communication and dialogue among senior Chinese government officials, global business leaders, international organizations, and scholars from China and abroad.
